Although rumors were rife about the real purpose of CFS Carp, the Canadian
government claimed that it was a communications
facility. Of course, it did have robust communications capabilities,
but those were only to support its real purpose of housing critical
members of the federal government so they could continue
running the country after atomic bombs had been dropped.
